Procurement of Consultancy Services – National Competitive Tendering
Prestea Sankofa Gold Limited intends to apply part of its budgetary allocation to fund the procurement of the Consultancy Services described below:

- Interested Tenderers shall submit a complete proposal for Lot 1. Each Tenderer is required to submit technical and financial proposals. Tenders that do not address the complete package may be rejected as incomplete. The Contract will be awarded in accordance with the applicable procurement procedure and the evaluation provisions of these Tender Documents.
- Prestea Sankofa Gold Limited now invites sealed Tenders from eligible consultancy firms or consultants for the consultancy services for the review and development of the organisational structure and organogram. Tendering will be conducted through the National Competitive Tendering procedure specified in the Public Procurement Act, 2003 (Act 663) as amended and applicable Public Procurement Authority requirements.
- Interested eligible Tenderers are expected to be registered with PSGL or shall register with PSGL in furtherance of the tendering process, or to confirm eligibility. Further procurement information may be obtained from the Office of Prestea Sankofa Gold Limited at the address stated below.
- Tenders must be deposited into the box located at the address below or, where electronic submission is expressly permitted, submitted as a single zipped, password-protected file. The password will be requested on the day of Tender opening. Tenders must be received at or before 12:00 hours GMT on Monday, 28th September 2026. Late Tenders will be rejected. Tenders will be opened in the presence of Tenderers’ representatives who choose to attend at the Training Centre of Prestea Sankofa Gold Limited at 13:00 hours GMT on Monday, 28th September 2026.

Prestea Sankofa Gold Limited intends to use part of its internally generated fund for the procurement of a consultancy service, and therefore invites suitably qualified and experienced consultants and consulting firms to submit proposals for the provision of Consultancy Services for the Review and Development of the Organisational Structure and Organogram.
This Request for Proposal is intended to identify a consultant or consulting firm with the right combination of organisational development expertise, practical experience and understanding of organisational design to undertake a comprehensive review of PSGL’s existing structure and develop a revised organisational structure and organogram that supports the organisation’s strategic direction and operational requirements.
Interested and eligible consultants or consulting firms are invited to submit their Technical and Financial Proposals in accordance with the requirements set out in this tender document.
Prestea Sankofa Gold Limited reserves the right to accept or reject any proposal, wholly or partly, and is not bound to accept the lowest-priced proposal.
The consultancy services for the review and development of the organisational structure and organogram shall be completed within a six (6) month period from the date of commencement.
Completed Tenders shall be deposited in the designated Tender Box at the PSGL address stated above, or submitted electronically as a single zipped, password-protected file via procure@psglghana.com. The password shall be requested on the day of Tender opening.
Background
Prestea Sankofa Gold Limited recognises that an effective organisational structure is essential to achieving its strategic objectives and delivering its mandate efficiently.
The organisation’s operating environment, strategic priorities and responsibilities may change over time. As a result, the organisational structure needs to be periodically reviewed to ensure that responsibilities remain clearly defined, reporting relationships are appropriate and decision-making is efficient.
PSGL is therefore undertaking a review of its existing organisational structure and organogram to ensure that the structure is appropriately aligned with its approved Strategic Plan and current and anticipated operational requirements.
The successful consultant will work closely with Management and relevant Heads of Departments to review the existing structure, identify areas requiring improvement and develop a practical revised organisational structure and organogram.
Objective of the Request for Proposal
The overall objective of this RFP is to engage a suitably qualified consultant or consulting firm to:
- Review PSGL’s existing organisational structure and organogram;
- Assess the alignment of the existing structure with the approved Strategic Plan;
- Review existing departments, sections and units;
- Assess reporting lines and levels of authority;
- Identify gaps, overlaps and duplication of functions;
- Assess management and supervisory levels and spans of control;
- Recommend appropriate departments, units and positions;
- Develop a revised organisational structure and organogram;
- Consult with Management and relevant Heads of Departments;
- Present the proposed structure to Management; and
- Incorporate Management’s comments into the final organisational structure and organogram.
Scope of Services
The successful consultant shall undertake the assignment in accordance with the detailed Terms of Reference accompanying this RFP.
The key areas of work will include:
- Review of the existing organisational structure and organogram.
- Review of the approved Strategic Plan and assessment of its implications for the organisational structure.
- Review of existing departments, sections and units.
- Review of reporting relationships and levels of authority.
- Identification of gaps, overlaps and duplication of functions.
- Assessment of appropriate management and supervisory levels.
- Recommendation of required departments, units and positions.
- Development of a proposed revised organisational structure and organogram.
- Assessment and improvement of reporting relationships and spans of control.
- Consultation with Management and relevant Heads of Departments.
- Presentation of the proposed organogram to Management.
- Incorporation of Management’s comments and submission of the final organisational structure and organogram.
Tenderers are advised to read the accompanying Terms of Reference carefully before preparing their proposals.
Expected Deliverables
The successful consultant will be expected to provide, at a minimum, the following deliverables:
- Inception Report;
- Organisational Structure Review Report;
- Strategic Alignment Assessment;
- Draft Revised Organisational Structure and Organogram;
- Presentation of the proposed structure to Management;
- Final Organisational Structure and Organogram; and
- Final Consultancy Report.
The final organogram should clearly show the organisational hierarchy, departments, sections, units, key positions, reporting relationships and levels of authority.
Eligibility Requirements
The assignment is open to qualified individual consultants and consulting firms that can demonstrate the capacity and experience required to successfully undertake the assignment.
Tenderers should demonstrate:
- Relevant and valid company registration document, SSNIT Clearance, GRA Clearance, PPA Certificate, Quality/ISO Certification and any other relevant certification.
- Payment of the registration fee, or evidence of payment of the registration fee, with PSGL.
- Relevant academic and professional qualifications in organisational development, human resource management, business administration, management, public administration or a related field;
- Demonstrated experience in organisational design and organisational structure reviews;
- Relevant experience in developing organisational organograms;
- Experience undertaking similar assignments for organisations of comparable size or complexity;
- Strong understanding of organisational governance, reporting structures, management levels and spans of control;
- Strong analytical, communication, facilitation and report-writing skills; and
- The capacity to complete the assignment within the proposed timeframe.
Where a consulting firm is submitting a proposal, the firm should provide details of the proposed team and clearly identify the lead consultant.
Content of the Technical Proposal
Tenderers should submit a clear and concise technical proposal addressing the requirements of this RFP. The technical proposal should include the following.
Consultant/Company Profile
Provide a brief profile of the consultant or consulting firm, including:
- Name and address;
- Legal status/registration details;
- Years in operation;
- Core areas of expertise;
- Relevant organisational development experience; and
- Contact details.
Understanding of the Assignment
Tenderers should demonstrate their understanding of Prestea Sankofa Gold Limited’s requirements and explain how they intend to approach the assignment.
Proposed Methodology
The proposal should explain the methodology and approach that will be used to undertake the assignment. The methodology should demonstrate how the consultant intends to:
- Review existing organisational documents;
- Analyse the current organisational structure;
- Assess alignment with the Strategic Plan;
- Consult Management and relevant Heads of Departments;
- Identify structural gaps and overlaps;
- Develop the proposed structure and organogram;
- Validate the proposed structure; and
- Incorporate Management’s feedback into the final deliverables.
Work Plan
Provide a detailed work plan showing key activities, milestones, deliverables and proposed timelines.
Relevant Experience
Tenderers should provide details of relevant assignments completed within the last three (3) years, including:
- Name of client;
- Brief description of the assignment;
- Scope of services provided;
- Date and duration of assignment;
- Contract value, where disclosure is permitted; and
- Contact details of the client/reference person.
Proposed Team
For consulting firms, provide the CVs of key personnel proposed for the assignment. The proposal should clearly indicate:
- Name;
- Position/role on the assignment;
- Academic and professional qualifications;
- Relevant experience; and
- Specific responsibilities under the assignment.
Financial Proposal
Tenderers should submit a separate financial proposal. The financial proposal should clearly indicate:
- Professional fees;
- Applicable taxes;
- Any reimbursable expenses;
- Other anticipated costs; and
- Total consultancy cost.
All costs should be clearly stated in Ghana Cedis. The financial proposal should remain valid for a minimum period of one hundred and eighty (180) days from the tender closing date.
Proposed Duration
The consultancy is expected to be completed within six (6) months from the date of contract commencement. Tenderers should provide a realistic implementation schedule showing how the assignment will be completed within the proposed timeframe. Any proposed variation to the indicative duration should be clearly explained and justified.
Combined Evaluation
A combined technical and financial evaluation shall apply; the final ranking shall be determined using the following weighting:

Client’s Responsibilities
PSGL shall, as reasonably required for the assignment:
- Provide available organisational documents and relevant information;
- Provide access to the approved Strategic Plan;
- Facilitate meetings with Management and relevant Heads of Departments;
- Provide comments on submitted deliverables within a reasonable period; and
- Provide appropriate direction on issues requiring Management decisions.
The consultant shall remain responsible for the professional quality and integrity of its recommendations.
Confidentiality
The consultant shall treat all information obtained during the assignment as confidential. Information, documents, records and organisational data provided by PSGL shall not be disclosed to any third party without prior written authorisation, except where disclosure is required by law. The consultant shall use such information solely for purposes of performing the consultancy assignment.
Ownership of Deliverables
All final reports, organograms, drawings, working documents and other deliverables specifically prepared for Prestea Sankofa Gold Limited under the assignment shall become the property of PSGL upon completion and payment in accordance with the consultancy contract.
The consultant shall provide the final organogram in an editable format to allow PSGL to make future administrative updates.
Proposals shall remain valid for a minimum period of one hundred and eighty (180) days from the submission deadline unless otherwise stated in the RFP.
Clarification
A consultant may request clarification regarding the RFP where any part of the requirements is unclear. Requests for clarification shall be submitted to:

Amendment to RFP
PSGL reserves the right to amend or clarify any part of this RFP before the submission deadline. Where an amendment is issued, it shall form part of the RFP requirements.
Right to Accept or Reject
PSGL reserves the right to accept or reject any proposal, cancel the procurement process, or decline to award the assignment without being required to provide compensation to any participating consultant.
Conflict of Interest
Consultants shall disclose any actual or potential conflict of interest that may affect their ability to undertake the assignment independently and objectively.

Proposed Payment Schedule
The payment arrangement shall be agreed between Prestea Sankofa Gold Limited and the successful consultant and incorporated into the consultancy contract. Payment shall be subject to submission and acceptance of the relevant deliverables and receipt of appropriate supporting documentation.
Award of Consultancy
The successful consultant will be notified in writing following completion of the evaluation and approval process. The award shall be subject to execution of a formal consultancy agreement between Prestea Sankofa Gold Limited and the successful consultant. The consultant shall not commence the assignment until the required contractual and procurement approvals have been completed.
Acceptance of Terms
Submission of a proposal shall constitute confirmation that the consultant has:
- Read and understood the RFP;
- Considered the requirements of the assignment;
- Satisfied itself regarding the scope of work;
- Accepted the conditions stated in the RFP; and
- Confirmed its ability to undertake the assignment in accordance with the proposed methodology and timeframe.
Summary of Required Output
For avoidance of doubt, the successful consultant is expected to deliver one practical outcome: a revised organisational structure and organogram that reflects the organisation’s strategic direction and clearly shows who reports to whom, the appropriate management levels, the key organisational functions and the overall lines of authority.
The assignment is therefore not intended to be a broad human-resource restructuring exercise. The consultant’s work should remain focused on organisational structure, functional alignment, reporting relationships and organogram development.
